How to measure attainment of non-revenue sales goal?

In setting up sales quota we have defined some non-revenue sales goals like no. of call & no. of visits but where we can measure the attainment of this non-revenue sales goal for particular sales person similar to revenue sales goal attainment metric on sales forecast.
