Unable to edit any custom business process

Customer unable to edit any custom business processes. And they followed the steps below from mainline:

Customer should be able to edit business process.

The issue can be reproduced at will with the following steps:

1. Go to Application Composer->Common Set Up-> Business Processes.
2. Click on Actions-> Create-> Create new custom business process
3. Unable to edit the business process 'CrmCommonBusinessPlanApproval'. Even when we click on Actions->Update, we are not able to edit the business process.

The issue has the following business impact:
Due to this issue, users cannot create a custom business process.
