How to grant update/edit & create access for Announcements to a specific user that does not have administrator privileges in Fusion Apps?

We are attempting to grant the update/edit & create rights to a specific user who does not have administrator privileges

Is there a specific job role that needs to be assigned to the user and if so, what is it?
