Account Search Is Not Returning Correct Sets Of Data (Doc ID 2114182.1)

Symptoms

On : 11.1.10.0.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------
Account Search using a custom field is not returning all of the customers that have that field value.

EXPECTED BEHAVIOR
-----------------------
When searching on a custom searchable field, search should return all accounts with that field value.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Got to Navigator > Customers > Manage Customers (Classic UI).
2. Record Set "Equals" All records I can see
3. Add custom searchable field [field name] and set "Equals" [search string]
4. Click Search button.
5. Note that an account with that field value is not in the results
6. Search again and open account that account to verify value in custom field

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot search for customers using this field and rely on the results. There is no known workaround at this time.
