Changes To /etc/ssh/sshd_config Lost After Stop/Start of an Oracle Cloud Instance (Doc ID 2114675.1)

Symptoms

If an user (other than opc and oracle) is added to the SSH configuration to be able to login to the server, this change is lost after stopping and starting the instance. For example, if the following entry exists in /etc/ssh/sshd_config
