Symptoms

On : 11.1.10.0.0 version, Global Human Resources

When attempting to Transfer an employee to a new manager after terminating old manager
the following error occurs.

ERROR
-----------------------
"Enter a Valid Value for the Manager ID Field"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Terminate manager as 31/1/2016
2. Transfer employee with effective date 29/1/2016
3. Receive error

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot Transfer employees to current manager
Customer is live and this is happening in both production and test
