Add LDG, Country and Department to filter for process "Update Accrual Plan Enrollments"

Enhancement Detail:

Add additional filters to the Absence process "Update Accrual Plan Enrollments" to allow more control when scheduling or running one-off processes.
The filters to be added in order of decreasing importance:
- Legislative Data Group
- Country
- Department
Background / Justification:
This process needs to be scheduled to run daily in order to identify newly eligible populations for specific absence accrual plans.
Absence plans are always defined on a "by LDG"-level and often all plans within an LDG need to be evaluated at the same time.
As there is no LDG or country filter, several processes have to be set up that run once per legal employer. This adds significantly to the maintenance effort, both to schedule them in the first place, and to review the error logs in case of issues.
The only other alternative is to use the Absence plan filter, which is extremely inefficient if there is more than one accrual plan in the same LDG, as then every person would be evaluated several times.
This gets much worse if there is a person selection formula.

In a typical global implementation one country normally goes live at a time and other countries are added later. Also different countries are managed by different administrators. For both these reasons, the process can't be executed globally for all plans, but has to be split by country at least.
