Performance Document Cannot Be Assigned To Employees After Global Transfer

Performance Document and Goal Plan cannot be attached to Associates after their Global Transfer from a Legal Entity to another Legal Entity.
The Performance Document, before Transfer, was active and becomes inactive after Global Transfer, but the new Performance Document cannot be attached to the Users, even though they're seen eligible from the Determine Associate Eligibility for Performance Documents screen.
The issue can be reproduced at will with the following steps:
