Symptoms
On : Rel 10 version, Territory Management, Quotas
When attempting to run territory import
the following error occurs.

21 3E+14 3E+14 ERROR No errors detected for this record. The territory was not imported due to the problems detected somewhere else.
STEPS

The issue can be reproduced at will with the following steps:
1. Attached CSV files were used for Territory import
2. When running import 23K records were failing to import with the above error
