Create A Scheduled Process With Incremental Dates

When users create a scheduled process in Fusion, one cannot increment the "Effective date" in the Parameters section. Users want to run a scheduled report with up to date information every week, but the reports just rerun the same report over and over. Is this by design?
The issue can be reproduced at will with the following steps:
1. Run extract benefits data as a schedule job and note the effective date is a pre populated value.
