Fusion Core HR: Unable To Change Address (City, Province) For Canada (Doc ID 2118022.1)

Symptoms

Cannot select correct postal codes.
Based on initial testing, based on the previous City entered, only those postal codes are showing.
Going into Manage Person to perform address change (edit-update), the only postal codes available to select are the ones that have the same first 3 characters as the postal code of the previous address history row. For example, if the previous row postal code is L6A 0B2 and searching with "is not blank" criteria on postal code, the only results get are those that begin with L6A.
