Intermittent Error on all Infolets on a dashboard page

Information in this document applies to any platform.
All the infolets on the dashboard page display below error message instead of the expected summary information.
"Unable to connect to the BI Presentation Server. Please ensure that that it is running, configured properly and the connection details within the application are correct. Please check the log files for more details."
The error message is intermittent and appears for max 15 minutes before the infolets start to work fine again. This happens automatically and is affecting all users in the system.
