Items are not available for Change Orders

Information in this document applies to any platform.
When users are creating PD items from a Concept it is not available in PD for any changes via Change Orders.
If user opens the details of the item, the ‘Assign to Change Order’ is greyed out
When trying to add item to change order, gets error: "Item XX does not exist."
