Primavera Project Takes a Long Time to Fail to Open

Information in this document applies to any platform.
When attempting to open a project via P6 Web, the project ultimately fails to open, while taking a long time to fail.
In the WebAccessLogs file you can find the following error:
om.primavera.bo.remoting.RemoteDataException: Could not load service details. Please contact your system administrator.

The issue can be reproduced at will with the following steps:
1. Login to P6 Web.
2. Click the Projects tab or try to open a Project.
The issue has the following business impact:
Due to this issue, users cannot edit projects via P6 Web.
