How to to enable BOTH address sections in Application Composer, and then disable the Single-Address via Page Composer (Doc ID 2120370.1)

Goal

There are blank address rows being added to Contact details every time an edit is made and saved on the Contact record
 

EXPECTED BEHAVIOR

Blank address rows should NOT be added to Contact details every time an edit is made and saved on a Contact record.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Customer Contact with no address. There is a blank row for the address
2. Make a change to a field (changed the Contact Interests value) and click Save. One more blank row is added
3. Make another change ( added a Fax number) and click Save. One more blank row is added
4. And added an extension number, and click Save. One more blank row is added
