Workflow Not Working When Post Is Edited In Review Mode

On : Workflows, Threads and Collaborations

When a Workflow is selected in CAP, and the post content is edited in Review Mode, the Workflow doesn't go through.

Even though the review is selected, the workflow should be applicable if selected

The issue can be reproduced at will with the following steps:
1. Create a workflow
2. Create a new post
3. In the Create a Post Page select the workflow created in Step 1
4. Fill in the details for the post
5. Click on Post Review
6. The user can publish the post directly on this screen

The issue has the following business impact:
Creates confusion
