Unable To Access "My Account" Page In Fusion Applications With Error "You cannot access this page because no person ID exists for your username" (Doc ID 2121584.1)

Symptoms

On : 11.1.10.0.0 version, Technology Management - Fusion Security

When attempting to access "My Account" page, the following error occurs.

ERROR

"you cannot access this page because no person ID exists for your user name."

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Fusion as a user
2. Choose Navigator => My Account menu
3. Observe the error
