Bidders being forced to use Intermediate FTO and are unable to attach files to Bid Records

Bidders are unable to attach files to Bid Records. When attempting to add an attachment, a blank white processing window is displayed.
In many cases, the Unifier Administrator expects Bidders to use Basic File Transfer Option.
