Report For Territory Quota Is Not Showing The Correct Information

When the customer is creating a Report for the 2016 Quota, the report sums up all the quota for Root and Sub-Quotas (Territory level).
Customer wants to know if there is a specific report to be used or if there is a configuration for the current report to change the data.
