Unable To Update Mapping In "Value Map" in child field after upgrade to R10 (Doc ID 2123445.1)

Symptoms

Customer has dependent choice list :
Parent Filed: Competency.
Child Value: Service Offering.

Unable To Update Mapping In "Value Map" in child field after upgrade to R10.

Create Icon instead of Edit Icon.

The issue can be reproduced at will with the following steps:
1. Login To Application
2. Goto Navigator> App composer> Sales>Opportunity>Fields
3. Click on field - Competency and check the Value map. It is null and has create icon.

Due to this issue, users cannot edit value maps that is affecting more fields
