How To Setup "add Activity" Privilege To Read-only Accounts

If a resource have the read only privilege on the account/contacts (for example a Sales Representative that is not the owner of the account) it's not able to add activities to the account in the Simplified UI.
In addition, it's not possible now to create a custom job role which is able to add activities in the subtab for read-only accounts using APM.
Customer needs a custom job role to be able to add activities for the accounts/contacts where it has only read-only privilege.
