Symptoms

The APPROVER_EFFORT column in the Team Member API is not retrieving data.

The issue can be reproduced at will with the following steps:
1. Run API for Team Member
2. Retrieve API output for Team Member
3. Locate field APPROVER_EFFORT
4. Compare to allocation for Team Member
5. Information does not match
