Symptoms

ACTUAL BEHAVIOR
---------------
System is creating action item for employee only coverage

When someone is enrolled in employee only coverage, system is creating action item for dependent designation which is not correct.

EXPECTED BEHAVIOR
-----------------------
Expect Employee Only Option not to trigger any action items

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator > Benefits > Enrollment
2. Process Life Event and enroll person in Medical Employee Only option
3. Check the Enrollment results and see there is a dependent action item triggered.
