Catalog Does Not Complete Loading After Commerce Cloud Service Version Upgrade (Doc ID 2126436.1)

Symptoms

When the Catalog tab in the admin UI is selected, it displays the loading icon and never completes loading:

It works properly if another browser is used and also works for other users.

Changes

This issue was only apparent after an Oracle Commerce Cloud Service upgrade, specifically the environment was upgrade to 16.1.1.1. This may occur in other situations.
