Not all Users can Access a Newly Provisioned Documents Cloud Service Despite Seats Being Available

Scenario: A new Documents Cloud Service user has purchased space for ten users on the service. Nine of the users are able to access the service without issue, but the tenth user is unable to do so, even if the user account is disabled, deleted, and/or deprovision and the password is changed.

Logging reveals the following information:
