Cannot Create JCS Instance With Error "Failed to create RCU schemas" (Doc ID 2127400.1)

Symptoms

The creation of JCS fails with "Failed to create RCU schemas. Verify Database connectivity to XXXXX:1521:PDB1.YYYYY.oraclecloud.internal with sys -dbRole sysdba and make sure the Database has enough available space>" while creating JCS instance using Java Cloud Service Console.

The following error is shown in the log:
