Error: "Invalide date" Cannot Set Start Date For Publication Period Services In Russian Interface

Cannot set start date for Publication Period Services in Russian interface.

"Invalide date"

The issue can be reproduced at will with the following steps:
1. Before enter the credentials to EPPM choose Russian (Русский) Language.
2. Enter username and password. Click Login.
3. Go to Administer(Администрирование)->Application Settings(Параметры приложения)->Services(Задачи)->Start date (for Publication Period).
4. Get an error "Invalid date".
5. Try to choose different date and click Save.
6. Refresh page and get error "Invalid date".
