Fusion Applications - BI Publisher - Image URL - Image Cannot Be Displayed In HTML Format - Error = IO Exception was thrown null (Doc ID 2128892.1)

Symptoms

On : 11.1.11.0.0 version, Technology Management - BI & Reporting

Edit the Report to take us to "Interactive Layout"

1) Click on Insert
2) Click on Image
3) Pop-up appears "Insert an Image"

4) Enter the URL for the image.
Example -

http://oracle.com/sites/default/files/content/image.png

OR

5) Select the data field for the image URL and for the alternative text

Image URL = IMAGE_URL
Alternative Text = <IMAGE_TEXT>

IMAGE_TEXT is <Field Name from XML that contains the Image URL>

6) Save and Preview in HTML output to see the below error

Error
The report cannot be rendered because of an error, please contact the administrator
