On : 11.1.10.0.0 version, Accounts

ACTUAL BEHAVIOR
---------------
RecordName uniqueness validation is not firing for a REST POST; meaning we can create duplicate records.

EXPECTED BEHAVIOR
-----------------------
the RecordName uniqueness validation should fire for a REST POST preventing the creation of any duplicate records

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Oracle Sales Cloud
2. Navigate to Application Composer, > change Application to 'Sales'
3. Open Custom Objects> Promotion Programs> Server Scripts
4. Create trigger on Program Name shown in attachment OSC_RecordName_Uniqueness_Issue.pdf
5. Create two records with same Program name, and no error is triggered
