Can't Open Any Quotes After Migrating Commerce (Doc ID 2130175.1)

When users open a quote they receive the following error:

You have reached this page due to one of the following reasons:

Your session has timed out.
You do not have permission to view the page you were trying to access.
You have entered unsupported characters on the url like '<' or '>'.

If the above error isn't seen, the page refreshes on the Transaction Manager page but the quote is never loaded.
