Fusion Global Payroll: Error ORA-20001: The employment level entered is not eligible for the element (Doc ID 2130482.1)

On : version, CA - Canada Legislation

Error on Retro process-CA Executive payroll

End dated element effective Dec 31, 2015 for employee x. After that ran the retro process and received the error
Retroactive payroll calculation :


Error ORA-20001: The employment level entered is not eligible for the element "xxxx" on 2016-04-01. Details: You cannot grant the element to the payroll relationship, terms or assignment unless it meets the element eligibility criteria and has an element costing record. Ensure that a suitable element costing rule exists for the element, and that the eligibility criteria for a person matches those defined on the costing rule.

ORA-06512: at "FUSION.PAY_RETRO_PKG", line 1679 ORA-06512: at line 1 occurred in table pay_retro_pkg.create_retro_entry at location 3065.

The issue can be reproduced at will with the following steps:
1. Employee is terminated but on continuance pay. They determined he should not be receiving element (standby car allowance)
2. End dated the element 12/31/15
3. Processing payroll now and error is occurring
4. Costing is on the employee level
