Error when trying to import resource directory

ERROR

“The hierarchy does not match the manager's hierarchy. (HZ-120511) Details: The manager is in an organization that already exists in a hierarchy. You must specify a hierarchy”

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Oracle Sales Cloud
2. Create user for the top level that doesn’t belong to any hierarchy and is accessible from Resource Directory, OIM and Manage Users.
3. Assigning user to the top hierarchy in the import file.
4. Import resource directory
5. The import process creates the internal organizations but nothing else and hasn’t assigned users/managers to any of them

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot import resource directory.
