Account Name LOV Missing While File Import Export (Doc ID 2131556.1)

Symptoms

 When attempting to upload files through File Import and Export functionality, in the Account LOV nothing is shown.  The Account LOV should have values.

 
The issue can be reproduced at will with the following steps:
1. Login to application
2. Navigate to Navigator > Tools > File Import and Export
3. In the Account LOV nothing is shown

 Checking the log files of the Ess server under Common Domain one finds the errors below:

Filename = ess_server1-diagnostic.log
See the following error:

Message The following Fault Message is received at the client side from the service:-
Supplemental Detail InvalidSecurityToken : The security token is not valid..

The client side policy is:-
oracle/wss_saml_token_bearer_client_policy.

The service endpoint url is:-
http://fs-internal.oracleoutsourcing.com:10613/idcnativews/IdcWebLoginPort.

Keystore properties:-
{keystore.sig.csf.key=orakey, keystore.enc.csf.key=orakey}.

Properties found in the message context (Partial list):-
{javax.xml.ws.security.auth.username=FUSION_APPS_PROV_PATCH_APPID, javax.xml.rpc.security.auth.username=FUSION_APPS_PROV_PATCH_APPID}.

PolicyReference OverrideProperty:
[]

Policy configuration properties (some of these may be overridden by the properties passed in the PolicyReference or message context, for details about the order of precedence of properties consult documentation):-
{user.roles.include=false, IsSaml=true, saml.enveloped.signature.required=true, saml.issuer.name=www.oracle.com, csf-key=basic.credentials}.
