In Formulas, literal value is always selected when the user language preference is not English.

Steps to Reproduce:

  1. Open Formulas in Display Mode using a user with a language preference not equal to English.
  2. Add a function: i.e substring(transactionId_quote, 0, 0). Make sure to click on the attribute and not the literal value.
  3. Check the function again. The literal value is selected even after selecting the attribute.
