Dashboard Does Not Load Correctly (Doc ID 2132271.1)

You get the following error on the Dashboards page:
Unable to connect to the BI Presentation Server. Please ensure that it is running, configured properly, and that the connection details within this application are correct. Please check the log file for more details

Error after trying to open any Dashboard on the SUI Dashboard page:

 Error Details

User gets this error when clicking the catalog icon in Reports and Analytics:
Error 500--Internal Server Error
From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:
10.5.1 500 Internal Server Error

The server encountered an unexpected condition which prevented it from fulfilling the request.

5-10 minutes after logging in, usually, the Dashboard reports will start working.

Although this affects all users, only the higher ups are using the Dashboards right now.
So higher-level employees cannot access the reporting on the Dashboards page, and are having to wait 10 minutes or more before the reports will appear on a refresh of the page.
