Create Accounting Subledger Post Process Errors with Character String Buffer Too Small (Doc ID 2133680.1)

Symptoms

Create Accounting for Assets ran successfully, however, the journal did not post to the General Ledger
despite being run with parameters of Final status with Transfer to GL = Yes.

Error
GL Transfer end with errors. sqlerrm: ORA-06502: PL/SQL: numeric or value error: character string buffer too small


Steps to reproduce
The issue can be reproduced at will with the following steps:
1. Navigate to Fixed Assets > Financial Transactions > Create Accounting,
2. Select Asset Book, Period, Status = Final, Batch Name = Apr-16 Create Acctg Assets - Additions/Depreciation,
3. Process errors on Transfer to GL. Other Create Accounting Processes were successful.
