Fusion-Taleo: Some Questions Regarding Pending Worker File

In an out-of-box Fusion/Taleo integration, when converting Pending worker file to Employee (Fusion 184.108.40.206.0), the client is configured to export an employee from Taleo Onboarding to Fusion. From this Fusion creates a PENDING Worker file (in Fusion). When the employ starts the client uses the same pending Worker file to convert.
- Why does the system create a separate employee record and keeps the Pending worker file in the system as a 'Terminated record " on the back end?
- Why doesn't this pending worker file become the employee record rather than having 2 separate files?
- Is it possible to just convert the pending worker file to an employee and just have one record?
