Errors When Saving Quota After Being Edited (Doc ID 2134209.1)

Symptoms

On : 11.1.10.0.0 version, Territory Management, Quotas

When attempting to Edit adn then save Quota,
the following error occurs.

ERROR
-----------------------
Attribute set for IcmStatusCode in entity ResourceQuotaEO failed
Attribute set for IcmSubmittedDate in entity ResourceQuotaEO failed


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Edit Quota as Implementation user
2. Save quota
3. errors produced

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, implementation users cannot edit and save quotas
