Partner Contact Not Created As A User Is Getting Added Onto The Sales Team On Lead

Partner contacts which are not created as a user in the application are getting added on to the Lead Sales Team when we associate a Partner to the Lead.

We do not want this to happen. Can we turn this off because we are not creating the Partner Contact as an user?

On the Opportunity, we do not see this behavior.
