Goal

Customer is trying to manage partners and partners contacts, but they are facing below issues,

1. They are trying to create a user account from partner contact, but the "Create User Account" button doesn't appear.
2. After the creation of a user account, how to access to the partner portal?
3. For each user account created, the customer need an extra-license or partner users don't need that?
