Unable To Set Owner Of A Partner Record With SetPartnerAccountOwner Web Service Call

On : version, Partner Management

When attempting to call setPartnerAccountOwner,
the following error occurs.

JBO-27023: Failed to validate all rows in a transaction.
JBO-27024: Failed to validate a row with key oracle.jbo.Key[300000003232198 ] in PartnerAccountResourcePEO
JBO-27014: Attribute ResourceId in PartnerAccountResourcePEO is required.

The issue can be reproduced at will with the following steps:
1. User calls setPartnerAccountOwner just as he did a few days ago.
2. This call now throws error messages.

The issue has the following business impact:
Due to this issue, users cannot complete their migration.
