Symptoms

Not able to create new ECM contracts after upgrading to this version.

STEPS
The issue can be reproduced at will with the following steps:
1. select Contracts icon on Homepage
2. select Create Contract
3. enter fields according to screenshot
4. click Save and Continue
5. Then nothing happens.
