Cannot Access Team Compensation/Act as Proxy Manager After Release 11 Upgrade

After upgrade to Release 11, Line managers or Comp Managers cannot access the Workforce Compensation page. When a manager clicks the Workforce Compensation icon under My Team, only the icons show at the top of the page. The Compensate Workforce page does not appear. The same thing happens when a Compensation Manager/Admin clicks on Act as Proxy Manager from the Compensation work area.
