Ordering of Commerce View Does Not Work in Some Cases (Doc ID 2138973.1)

Symptoms

In some instances, the ordering of Commerce Views in Transaction Manager is not working.

Use Case:

  1. There are five commerce views:
    1. My Approval Search (built in view)
    2. Quotes Created By Me (my own view)
    3. Quotes in USD (my own view)
    4. Approved Quotes (shared view by another user)
    5. Quote Number Not Blank (shared view by another user)
  2. Re-ordering the views does not work if the shared views are re-ordered such as:
    1. My Approval Search (built in view)
    2. Approved Quotes (shared view by another user)
    3. Quotes in USD (my own view)
    4. Quotes Created By Me (my own view)
    5. Quote Number Not Blank (shared view by another user)

Re-ordering only works if the user's personal views/built in view are the ones modified.
