Callback to CPQ Fails With:- Could Not Find User FUSION_APPS_SCM_SOA_APPID (Doc ID 2139324.1)

Symptoms

The integration between CPQ and Order Management (OM) is failing when OM sends a response back to CPQ.
The order is received and created in OM and an attempt is made to send the - Success - response back to CPQ.

In CPQ the following error is seen:

Could not find user FUSION_APPS_SCM_SOA_APPID

After creating this user in CPQ the process now fails with:

Incorrect user or password - user could not be logged in
