On :  11.1.10.0.0 version, Territory Management, Quotas

ACTUAL BEHAVIOR  
---------------
Cannot Add Partner to Territory Summary  

When adding a partner in the partner field of the territory summary,cannot search any partners, or the needed partner is not listed.

EXPECTED BEHAVIOR
-----------------------
should be able to add new partner to a territory

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new Partner
2. Navigate to territories
3. Create a territory proposal > add territory to proposal > Edit Territory Details > Select search in Partner drop-down list
4. Cannot find new partner
