Symptoms

Customer load a batch of users into fusion application, then run processes to auto provision roles, synchronize users, then find out some users with Employee roles are in inactive status


Steps to reproduce:

1. Load users by HDL
2. Create auto role provision rules
3. run processes: Autoprovision Roles for All Users and Send Pending LDAP Requests
Some user are in inactive status
