Benefits Conversion: Coverage Start Dates Not Passing Correctly for dependents (Doc ID 2140126.1)

When down loading spreadsheet loader for all EE's for Benefit Conversion the effective date reflects the Life Event conversion date for dependents vs the original enrollment effective date.

Effective date for the dependents should be the original enrollment effective date. Not the LE conversion date

The issue can be reproduced at will with the following steps:
1. Setup EE and dependents in spreadsheet loader populating Effective date column as original enrollment date and download
2 go to Enrollments
3. search EE
4. Enrollment Results
5. Confirm effective date for all plans dependent is enrolled in

Due to this issue, All dependents would have an incorrect effective date for coverage and would have passed to the carriers with incorrect effective date of coverage
