Sporadic error message when navigating Oracle CPQ: "Secure Connection Failed"

Information in this document applies to any platform.
When navigating through CPQ Cloud while performing normal functions, users encounter an error saying "Secure Connection Failed". No other information is presented, even in the error logs. Clicking "Try Again" allows the page to load normally.
Users are also using Firefox 46 specifically.
User has upgraded to version 46 of Firefox.
