Sporadic error message when navigating Oracle CPQ: "Secure Connection Failed" (Doc ID 2140575.1)

Symptoms

When navigating through CPQ Cloud while performing normal functions, users encounter an error saying "Secure Connection Failed". No other information is presented, even in the error logs. Clicking "Try Again" allows the page to load normally.

Users are also using Firefox 46 specifically.
