Worker does not Receive Notification when Line Manager Shares a Goal (Doc ID 2140974.1)

Goal

User has enabled the notification option "Worker receives notification when manager assigns a goal with direct reports". Even then the worker does not receive notification when the line manager shares a Goal to him. However the goal appears on his Manager shared Goals page. This was working in Rel 9 but not working in Rel 10. Why?
